2-DAY RETREAT ORGANISED FOR TOP GOVERNMENT FUNCTIONARIES IN NASARAWA STATE HELD AT KINI COUNTRY GUEST INN, AKWANGA: WEDNESDAY, 30TH TO THURSDAY, 31ST OCTOBER, 2019

COMMUNIQUE

 

1.1        The Retreat, with the theme “Charting a Fresh Vision for Greater Nasarawa State” is for Top Government Functionaries in Nasarawa State was held at Kini Country Guest Inn, Akwanga, Nasarawa State on Wednesday, 30th and Thursday, 31st October, 2019. The retreat was attended by His Excellency, Engr. Abdullahi A. Sule, the Governor; His Excellency, Dr. Emmanuel Akabe, the Deputy Governor; Secretary to the Government of Nasarawa State; Head of the Civil Service; Honourable Commissioners (designate); Special Advisers; Senior Special Assistants; Special Assistant; Personal Assistants; Permanent Secretaries; Chief Executives of Government Commissions, Boards and Agencies respectively.

 

1.2        In his welcome address, the Secretary to the Government of Nasarawa State, Hon. Tijani Aliyu Ahmed, welcomed participants and Resource Persons to Akwanga and stated that the retreat is a paradigm shift from the old ways of doing things which is timely and apt, considering its significance, especially now with the appointment of Hon. Commissioners (designate) and Special Advisers aimed at acquainting them with the rudiments of processes and procedures of the conduct of Government business.

 

1.3        The retreat was declared open by His Excellency, Engr. Abdullahi A. Sule, the Governor of Nasarawa State. In his opening remarks, he intimated that the appointment of the new public or political officer holds was based on their pedigree, credentials and track records and not on primordial considerations. He then enjoined the participants to take the retreat seriously and ensure that the knowledge gained is internalized and put to practice in running Government.

 

1.4        He further stressed that the expectation of Government from the retreat is to expose participants to the rudiments of government business in the formulation of policies and implementation of programmes and projects.

 

1.5        He also recalled that on assumption of office and in line with the policy objectives of the Administration, a Committee on the restructuring of Ministries, Departments and Agencies (MDAs) to streamline government machineries for optimal performance and Investment and Economic Advisory Council to stimulate growth and development were set-up in addition to flag-off construction of roads among others.

 

1.6        He disclosed that the present Administration would ensure that salary and pension payments in percentages will be a thing of the past, especially at the Local Government Councils. The Governor equally stated that the issue of National Minimum Wage of Thirty Thousand Naira (N30,000.00) would be looked into through negotiations and advocacy with labour leaders using open dialogue process.

 

1.7        The Governor further stated that the State Government is pursuing with vigour the adoption of the Treasury Single Account (TSA) to block leakages and ensure efficiency in the management of resources.

 

1.8        He encouraged Ministries, Departments and Agencies to key into Nasarawa Economic Development Strategy (NEDS) and Sustainable Development Goals (SDG) as well as to collaborate with Nasarawa Internal Revenue Service (NIRS) for enhanced revenue generation to address empowerment, employment, women and youth industrialization and infrastructure development.

 

1.9        The retreat which was segmented into a 2-day programme had Prof. Suleiman Bala Moh, the Vice Chancellor, Nasarawa State University, Keffi and Chief Silas J. Dachor, Permanent Secretary, rtd. as Chairmen with ten (10) different papers presented by erudite Resource Persons who are indigenes of Nasarawa State across various world live except one.

 

1.10    After the presentations, contributions, extensive discussions, participants reserved as follows:

  1. Public and political office holders are encouraged to read and analyse security reports;

 

  1. Political and public office holders should be steadfast, transparent in the conduct of Government business and should be in touch with grassroots to address crisis;

 

  1. The need for a functional data base in Ministries, Department and Agencies in the State to track Government transactions;

 

  1. Image and actions of Government appointees should reflect the vision and mission of Government and citizens should be given ownership of mandates matching their peculiar needs to stabilize communities;

 

  1. Faith based dialogue should be encouraged to promote tolerance to enhance security and security matters should also be proactive to avoid conflict manifestation;

 

  1. Appointees should be proficient in identifying early signs of deteriorating situations and be willing to act before they escalate which can be done through engagement of stakeholders;

 

  1. Appointees should be prudent in the utilization of public funds and public and political office holders should be opened to constructive criticism;

 

  1. The need for establishment of public procurement/due diligence unit for transparency, accountability and effectiveness;

 

  1. The urgent need for the composition of a State Budget and Planning Implementation Unit;

 

  1. The ICT is user friendly and has capacity to provide data banks, efficiency for internal and external utilization;

 

  1. All Government functionaries are encouraged to have secured e-mail address and be ICT compliance;
  2. The State needs to expand and deepen its Revenue Generation Net by maximizing and optimizing Revenue Resources;

 

  1. The need for a deliberate efforts aimed at training and re-training to build capacity for good governance;

 

  1. The need for robust engagement of critical stakeholders including Traditional Rulers in the running of the Government, especially in actualizing NEDS document.

 

  1. Public office holders should embrace transparency and accountability in the conduct of government business;

 

  1. Public office holders should take public opinion into cognizance in discharging a policy formulation in order to ensure a democratic governance process and address public agitations;

 

  1. Government should diversify its revenue sources by investing in agricultural sector to boost the economy of the State and create job opportunities for the unemployed youths;

 

  1. Separation of power is not separation of Government. It follows, therefore, there must be mutual collective responsibilities between the tiers of Government to achieve the objective of governance, social harmony and integration. Dialogue and consensus between the executive and the legislative should be encourage and promoted for public interest and good governance;

 

  1. The need to resuscitate the moribund Joint Local Government and State Revenue Tax Collection Committee

 

  1. That the public service should be equipped to implement and enforce the economic, political and social policies of Government and also ensure prudency, and accountability in the management of public funds;

 

  1. The Office of the Head of Civil Service is to provide a good leadership direction to the civil servants by ensuring and maintaining high moral standard as well as liaising with the Office of the Secretary to the Government of Nasarawa State to obtain and circulate relevant Government documents including the Nigeria Constitution, Code of Conduct, Public Service Rule, Financial Regulation and other extant documents to public and political office holders;

 

  1. All Government Ministries, Department and Agencies should collaborate with the Nasarawa State ICT Bureau to key into Home Based and Secured Services and not to contract to outside Consultants.

 

  1. Government should consider the need to bring on board the indigenous Resource Persons engaged in the retreat to tap on their wealth of experiences to the advantage of the State;

 

 

  1. Internal Generated Revenue must be treated electronically (ICT) to avoid/block leakages;

 

  1. A computerized system must be in place to enable constant monitoring;

 

  1. Revenue staff must be aggressive, futuristic and so need constant training especially on customer relations;

 

  1. Revenue collection must be planned to maximize collection.

 

  1. Time and cost benefit analyses target advocates realistic evidence based but motivational revenue targets;

 

  1. Reward target achievement to avoid leakages;

 

  1. Investment in Tax Education, billboards, social media campaigns.

 

  1. Citizens have to know about tax, why they should pay, where and when to pay;

 

  1. Revenue generation is intelligence gathering when money collected is utilized judiciously, it elicits better compliance;

 

  1. Returns on payment must be visible;

 

  1. There must be political will and support to revenue collecting agencies;

 

  1. Improving revenue sharing indices of the State;

 

  1. Establishment of working committees on revenue indices to harmonise;

 

  1. Nasarawa State leverage on international ICT tools to grow its capacity;

 

  1. The need for an independent monitoring unit to monitor activities of Government and report;

 

  1. The need for MDAs including State-owned Tertiary Institutions to declare their revenue collection;

 

  1. The need to strengthen legal frameworks on Nasarawa Internal Revenue Service.

 

 

2.0 The Communiqué drafting Committee wishes to register its appreciation for considering them worthy to carry out this all important assignment.

 

GOVERNOR BELLO MASARI JOINS HIS EXCELLENCY ENGINEER ABDULLAHI A .SULE PAYS TO PAY LAST RESPECTS TO HIS IN-LAWS IN KATSINA

October 24, 2019Indeed as it is written in Verse (2:156) of the Holy Qur’an: “Inna lillahi wa inna ilayhi raji’un” (Arabic: ?????? ?????? ????????? ???????? ??????????‎) which translates to mean: “Indeed, to Allah we belong and to Him we shall return, “ the Governor of Nasarawa State Engineer Abdullahi A. Sule was in Katsina today in total submission to the will of Allah SWT to commiserate with the family of his 2nd wife Hajiya Farida Sule whose father Alhaji Salisu Ali died after a brief illness.

His Excellency, Engineer Sule went in company of his 1st wife Hajiya Farida Sule and the SSG of Nasarawa State, Aliyu Tijjani Ahmed along with an entourage of respected politicians and noble royal fathers from Nasarawa State to Katsina State, where he was received by Governor Bello Masari who condoled the entire people of Nasarawa State and prayed to the Almighty Allah seeking pardon for the deceased Alhaji Salisu Ali.

Engineer Abdullahi A. Sule was joined by relatives, government officials and traditional rulers from both Nasarawa and Katsina States in the home of the late Alhaji Salisu Ali, where it was affirmed that indeed death is predetermined by God alone, and the exact time of a person’s death is known only to God; but as Muslims and people of faith, Her Excellency Hajiya Farida and her entire family were enjoined to find solace and comfort in the belief and prayers that Allah will surely designate for her late father “Aljannah Firdaus” (the highest layer of heaven) as his resting place!

NASARAWA STATE IS EXCITED BY THE ENDURING PEACE IN KOGI STATE SAYS GOVERNOR ABDULLAHI A. SULE

His Excellency, Engineer Abdullahi A Sule has revealed that Nasarawa State is excited by the enduring peace which has been secured and is continually sustained under the stewardship of Governor Yahaya Bello in Kogi State.

Governor Abdullahi A. Sule affirmed in Lokoja that having served as erstwhile Group Managing Director of Dangote Group, he was conversant with Obajana locale and he is well aware of the peculiar security challenges which used to bedevil Kogi State.

Engineer Abdullahi A. Sule therefore applauded the feat achieved by Governor Bello in cultivating, nurturing and securing peace and tranquility in Kogi State, which in the past was easily volatile and combustible.

Earlier Honorable James Faleke who had returned to the political fold of Yahaya Bello, also commended the courage and dedication of Governor Yahaya Bello in maintaining and sustaining peace in Kogi State.

Honorable Faleke who is a scion of the legendary Prince Abubakar Audu political dynasty assured the mammoth gathering of APC faithful that he will place the entire “Faleke-Audu political structure” to ensure that Governor Yahaya Bello wins a 2nd term in office as Governor in the forthcoming elections.

On his part, His Excellency Engineer Abdullahi A. Sule charged APC supporters in Kogi State, especially the women and youth to galvanize Alhaji Yahaya Adoza Bello to resounding victory in the forthcoming Governorship elections in Kogi State.

NITDA Donates 100 LAPTOPS TO NASARAWA, TO TRAIN, EMPOWER WOMEN SETUP BUSINESSES

The National Information Technology Development Agency (NITDA) has donated 100 laptops to Nasarawa State, with additional plan to train and empower women to setup ICT businesses in the state next month.

Nasarawa State governor, Engineer Abdullahi Sule disclosed this on Thursday while declaring open a 3-month computer training and supply of laptops on loan to civil/public servants in the state.

According to the governor, based on the significance he placed on Information Communication Technology (ICT) he made several trips to the agency in Abuja, with the state now benefitting from the programmes being ran by NITDA.

Engineer Sule said NITDA is coming to the state next month to embark on a training programme for women, with the beneficiaries also to be given financial resources to set up businesses so that they can become employers of labour.

“They are going to come along with additional laptops that is mainly for women, so that they can empower women, to give them not only the laptops but also some financial resources, so they can use the resources to buy additional items that will help them to be able to set up their own business centres and become employers of labour by themselves,” the governor stated.

Speaking on the event, Engineer Sule restated the commitment of his administration to make Nasarawa State ICT compliant, with a view to enhancing e-governance.

He noted that many government operations are not being conducted through online interactions with government functionaries on one hand and members of the public on the other.

To this end, Engineer Sule disclosed that his administration has commenced the rehabilitation and furnishing of the existing structure of information technology centre as a pilot project, with arrangements concluded for the construction of technology innovation hubs in Lafia, Akwanga, Keffi and Karu local government areas.

Engineer Sule added that his administration is determined to give civil servants the necessary training to make them compliant with new techniques in executing government responsibilities in the state, which he said, will reduce bureaucratic bottlenecks, as well as waste of time in the discharge of government business.

He emphasized that the training programmed will be conducted across all the three senatorial zones of the state, with both teachers and staffs of local government areas to be included in the training.

“Let me therefore, reiterate that this administration actually places high premium on training and retraining of our workforce in our commitment to inject ICT in the state public service for effective service delivery,” the governor said.

He commended Brightland Computer Technologies, for initiating the programme, charging civil servants in the state to enrol into the programme towards ensuring they acquire personal laptops as the first step to ensure that all civil servants are compliant with modern trend of digital literacy.

Engineer Sule further urged the initiators of the event to extend similar gesture to all and sundry so that the entire state will be computer literate.

Speaking also, Mr. Adeola Adedayo, Technical Manager, Brightland Computer Technologies, said his firm is happy to partner with the Nasarawa State government towards ensuring that its workforce are imparted with ICT knowledge, which is an important factor globally.

Adedayo commended the effort of the governor to ensure that workers in the state are digitally literate, which according to him, is an important step towards achieving e-governance.

Earlier, the state Head of the Civil Service, Abari Nicholas Aboki, disclosed that the programme will comprise theory and practical sessions and it’s being organized in such a way that government activities would not be interrupted.

NASARAWA GOVERNOR WINS DIGITAL AWARD INITIATIVE

The award, tagged: ‘Africa Digital Heroes Award’ now in its 20th year, is the brain child of Dr. Bayero Agabi, frontline journalist and ICT expert.

The award is designed to celebrate and recognise individuals, organisations, institutions and initiatives that have advanced the Nigerian/African digital space in the past 20 years and a new initiative that is considered iconic in the ICT ecosystem within this period.

An elated Sule, who was on hand to receive the award in Lagos, said he was humbled by the recognition being accorded him, just barely five months in the saddle.
In his acceptance speech, the governor, who recalled that he had promised to establish systems, processes and institutions that will enhance transparency, probity and accountability in the management of state resources in line with international best practices, said it was heartening to note that his modest successes were being recognised.

The governor, who said that his vision is to make Nasarawa State among the top three competitive states in the country by 2023 in terms of sustained accelerated growth, increased economic opportunities and prosperity, social inclusion and improved quality of lives of the citizenry, was quick to admit that one best way to achieve these set objectives is to leverage on information and communication technology (ICT).
“We have developed a policy framework known as Nasarawa Economic Development Strategy that sets out the major initiatives to be rolled out by this administration over the next five years. It also outlines the potential benefits to the public and our community at large,” he said.

The Economic Advisory Council, he noted, is peopled by individuals with vast expertise in different walks of life, including Prof. Konyisola Ajayi from Ogun State who chairs the group, Abubakar Balarabe Mahmoud (SAN), Dr. Adeyemi Dipeolu, Chief Roberts Orya, Dr. George Manuike, Dr. Lazarus Angbazo, among others.

The high point of the occasion was the presentation of the award to the governor by Dr. Bayero Agabi, in company of other dignitaries including Rwandan High Commissioner to Nigeria, Hon. Stanislas Kamanzi; Founder, Computer Warehouse Group, Mr. Austin Okere, etc.

PRAY FOR PEACE TO REIGN IN NIGERIA-ENGINEER SULE URGES ISLAMIC SCHOLARS

Nasarawa State governor, Engineer Abdullahi Sule has called on Islamic scholars to pray for God to intervene in order to bring an end to the challenges of insecurity across the country.

Engineer Sule made the call during the opening ceremony of the 23rd annual National Quranic recitation competition organized by the Jama’atul Izalatul Bid’ah Wa Ikamatus Sunnah (JIBWIS) on Sunday, in Lafia.

The governor stressed that Islamic scholars should not relent in their continued prayers for the success of the President Muhammadu Buhari led administration.

“I was opportune to travel to the US with the President and his major preoccupation is how to end the needless killings across the country, how the people can live in peace with one another.

“President Buhari only thinks of what should be done to bring development to our country. It’s only appropriate to call on scholars to pray for the country for God to bring to an end challenges of insecurity across the country. Our country is in need of prayers,” Engineer Sule said.

The governor, who mounted the pulpit to deliver a sermon, cited copiously from the Holy Quran, as well as the traditions of the Holy Prophet, to stress the importance of acquiring knowledge in Islam.

While showing appreciation for the organizers of the event for choosing Lafia as venue, Engineer Sule announced a personal donation of a car and various sums of cash prizes for winners that will emerge at the end of the Quranic recitation competition.
Specifically, Engineer Sule announced a car as first prize, sums of N500, 000, N450, 000, N300, 000 and N250, 000 as cash prizes for the 2nd, 3rd, 4th and 5th runners-up respectively.

NITDA TO PARTNER NASARAWA STATE ON ICT CAPACITY BUILDING

In order to build and develop the ICT capacity in his state, the Executive Governor of Nassarawa State, his Excellency Engineer Abdullahi Sule today paid a courtesy visit on the Director General/ CEO, National Information Technology Development Agency ( NITDA) Kashifu Inuwa Abdullahi, CIIE at NITDA’s Corporate Headquarters in Abuja.

The Governor, while delivering his address, applauded the efforts of the Agency in actualizing its mandates, stating that ICT is one of the fundamental pillars that leads to diversification of the economy.

The Governor stated that his visit was to solicit for partnership in the area of capacity building through ICT for indigenes of Nassarawa State in order to enable them key into information technological skills that will advance the state.

He added that most of the tertiary institutions and even primary schools in the state are now been introduced to Information and Communication Technology (ICT) to prepare them for the era of innovation in ICT.

The Director General of NITDA, Mr Kashifu Inuwa Abdullahi CCIE while responding said;
“We are proud to have a governor like you with passion and readiness to work for the growth and development of the country through ICT”.

“We at NITDA normally appreciate any institution doing things in the development of ICT because automatically it is like helping the Agency to achieve its mandate”, he added.

The DG assured that any policy implemented by NITDA is targeted at changing the way things are done for effective and efficient service delivery to the general public.

Inuwa stated that the Agency’s doors are always open for progressive partnerships that will elevate the ICT sector, create jobs and revenue flow for the country. He promised to explore ways of partnership with the state that will ensure mutual benefit.
