Enabling business environment: Engineer Sule signs investment, mortgage bills into law

In a bid to create enabling environment that will attract investors, Nasarawa State Governor, Engineer Abdullahi Sule, has signed the Nasarawa State Investment Development Agency Bill 2020, as well the Nasarawa State Mortgage and Foreclosure Bill, into law.
Engineer Sule signed the two bills into law at a brief ceremony at the Government House, on Thursday.
The event was witnessed by members of the state executive council, the legislature led by the Speaker of the Nasarawa State House of Assembly, Rt. Hon Ibrahim Balarabe, as well as the CEO/MD of the Nigerian Mortgage Refinancing  Company (NMRC), Kehinde Ogundimu, amongst other top government functionaries.
In a remark shortly after signing the bills into law, the Governor described the two new laws as foundation for the take-off of the state’s friendly business environment, stressing that without the laws, it will be difficult to attract lots of investors into the state. 
“Without these laws, it would be very difficult to be able to invite a lot of investors, who are serious about investment, who understand what investment is, who understands what it takes for resolutions of all kinds of issues that come as a result of investment,” Engineer Sule said.
According to the Governor, the Nasarawa State Investment Development Agency, will facilitate the establishment of a one stop shop for all kinds of investments, where government will assist investors towards realizing their vision.
“Once you are there, they will do the run around for you. And you tell them what type of investment it is, registration of your company, understanding your taxes, what kind of benefits you will have, what kind of wavers that are going to be available to you. What does it take for you to acquire land, what does it take to get your documentations, what is there to get your C of O,” he stated.
The mortgage and foreclosure law, on the other hand, will promote liquidity.
“For housing, it’s going to fast track the process of creating  all the legal issues on mortgages and the issue of timely resolution of all kinds of disputes that are likely to happen,2 Engineer Sule said.
The Governor used the opportunity to the government team, as well as the MD of the Nigeria Mortgage Refinancing Company and his team, for coming up with the blueprint that led to the signing of the two bills into law.
Engineer Sule equally commended the Nasarawa State House of Assembly, particularly the Speaker, Rt. Hon Ibrahim Balarabe, for the prompt consideration and speedy passage of the bills into law.
Earlier, the MD NMRFC, Kehinde Ogundimu, described the event as a milestone not only for Nasarawa State but the country as a whole, adding that the signing of the two bills into law is the laying of a solid foundation for investments and greater things that will come to the state.
“There is a direct correlation between legal framework and amount of investments you have in a state. Now that we have the legal framework, we will not relent in attracting investment to Nasarawa State,” Ogundimu said. 
Also, in an opening remarks, Special Adviser to the Governor on Investment and Economic Planning, Barrister Ibrahim Abdullahi, said industrialization or investment can happen  in a sustainable way only through the creation of enabling legal and regulatory frameworks.
“This is the promise of Engineer Abdullahi Sule as enshrined in the Nasarawa Economic Development Strategy (NEDS), to create a private sector led and competitive economy for our state,” the SA said.

Sule on the occasion of the 24th anniversary of the creation of Nasarawa State and the celebration of Nigeria’s Diamond jubilee.
Indeed, you have shown dynamism, focus, efficiency and candour in the way you have piloted the affairs of our dear state so far.
Your purposeful leadership, steadfastness, ingenuity and genuine commitment to re-engineer Nasarawa State have made this administration a model and a reference point in the country.
You can be rest assured that I together with members of the State Executive Council and our great party will continue to give you the required support to enable this administration succeed.
May I also use this medium to heartily felicitate with President Muhammadu Buhari, GCFR, the State Executive and Legislative arms as well as the leadership of our party the APC, the good people of Nasarawa State and all Nigerians for the nation’s attainment of 60 years of independence.
My earnest prayer is that God grants us greater wisdom, renewed vigour and determination to use the opportunity given to us as leaders by God and the citizens to move the State and Nigeria forward.

Engineer A.A. Sule Commissions Remodelled Government House Press Centre 3rd September 2020.

Nasarawa State Governor, Engineer Abdullahi Sule, has commissioned the remodelled Government House, stressing that the decision to give the centre a facelift was informed by the desire to provide conducive working environment for inhouse press crew.

Engineer Sule commissioned the press centre at the Government House, on Thursday.

While commending the media for its significant role in propagating activities of government, the Governor noted that support from the media during the past one year, has ensured that the people were adequately sensitized about the policies, programmes of his administration.

“I must say that without the support of the media, our development aspirations would not have been visible,” he stated.

According to Engineer Sule, the media has continued to set agenda in its determination to entrench an all-inclusive governance for the benefit of the people.

The Governor emphasized that his administration will continue to encourage working journalists in the state, towards the discharge of their responsibilities, urging them however, to remain guided by the ethics of the journalism profession.

Engineer Sule warned that government will not condone undue sensationalism, even as he stressed that his administration is open to constructive criticism in the effort to deliver on its mandate to the people of the state.

The Governor disclosed that the remodelling of the Government House Press Centre, was carried out at no cost to the government, as according to him, the centre was refurbished from his personal donation, alongside some of his friends.

“The remodelling of the press centre was not captured in the budget, as such some of my friends and I pooled resources together to give the place a facelift,” he explained.

Earlier, in a welcome remarks, Chief Press Secretary to the Governor, Ibrahim Addra, thanked his principal for promptly accepting to give the press centre a facelift.

Addra used the opportunity to appreciate working journalists in the state for being partners in the task of taking Nasarawa State to the next level of development.

Prominent dignitaries witnessed the unveiling of the remodelled press centre, including state Deputy Governor, Dr. Emmanuel Akabe, Director General, Nigerian Television Authority, Mallam Yakubu Ibn Mohammed and members of the state executive council.

Others are heads of media organizations in the state, Lafia LGA and ALGON Chairman, Emir of Lafia, HRH Justice Sidi Bage (rtd), Andoma of Doma, HRH Alhaji Aliyu Ogah and top government functionaries.

REVIEW OF PALLIATIVE MEASURES TAKEN BY THE NASARAWA STATE INTERNAL REVENUE SERVICE TO MITIGATE THE EFFECTS OF COVID-19 ON IT’S TAXPAYERS

Sequel to the outbreak of corona virus and its attendant effect on businesses and the economy as a whole, the Nasarawa State Internal Revenue Service (NSIRS) hereby announces a review of the palliative measures for its esteemed taxpayers with a view to mitigate the effect of the pandemic on individual and business income alike. The palliative measures are:

  1. EXTENDED PERIOD FOR FILING PAYE AND SELF-ASSESSMENT RETURNS

Deadline for filing employee’s return by employers under the PAYE scheme Regulation which is 31st January every year is hereby further extended to 30th November for the fiscal year 2020. Equally, deadline for declaration of income by individual taxpayers under the self assessment scheme, statutory fixed at 31st march every year has been further extended to 30th November 2020 too.

  1. WAIVER OF PENALTY AND INTEREST ON DEBTS PAID IN FULL ON OR BEFORE 30TH NOVEMBER 2020.

Penalty and interest is hereby waived for taxpayers with outstanding liability who pay in full on or before 30th November 2020.

  1. OPTIONS FOR INSTALLMENTAL PAYMENT

All debts that fall due, including assessment that become final and conclusive in 2020 could be paid installmentally within the fiscal year.

You are encouraged to take advantage of these palliative measures and declare your income, file in your returns and/or pay your outstanding liabilities in full.

GOVERNOR CONDOLES THE FAMILY OF LATE ABUBAKAR GARBA, SAYS: “THE PEOPLE OF AKWANGA ARE ONE!”

The Governor was received at the residence of the deceased in midtown Akwanga by His Royal Highness, Chun Mada in company of their Royal Highnesses Chun Ngah, Chun Nunku and Chun Nku.

In a solemn ceremony witnessed by a motley crowd, the Chairman of Akwanga local government, Honourable Samuel Mishi asserted that “Akwanga has been imbued with a renewed sense of belonging in Nasarawa State since the coming of Engineer Sule as Governor, because of his tireless visits to commiserate with families and comfort communities in Akwanga in times of tragedy, loss or turn in fortune.

On his own part, Governor Abdullahi A Sule extolled the unique attribute of community service, love for all and acceptance of all ethnic nationalities in Akwanga; which the Governor said: “defined the life of Late Abubakar Garba!

Engineer Sule thereafter prayed that the children and offspring of Late Abubakar Garba will pick up the exemplary humane character and attribute of their father and contribute in strenthening the unity of all the people in Akwanga.

Engineer Abdullahi A Sule also used the gathering of the motley crowd to gently appeal to the people to be mindful of Social distancing, use of face masks and adherence to the safety protocols of Corvid 19; affirming that:

“Even if there is little or no noticeable symptom in public places, people of Nasarawa State should still hold the strong conviction that:”Coronavirus is real and still around!”

PRESS BRIEFING BY HIS EXCELLENCY, ENGR. ABDULLAHI A. SULE, GOVERNOR OF NASARAWA STATE ON THE MEASURES TAKEN BY THE NASARAWA STATE GOVERNMENT ON COVID-19 (CORONAVIRUS) IN THE COUNTRY

My dear people of Nasarawa State.

2. It would be recalled that I addressed you last week on the outbreak of COVID-19 in Nigeria. During my address, I made a commitment to update you as the event unfolds in our collective determination to safeguard the lives of our people.

3. In furtherance to this pledge, it has become necessary to take further measures to continue to contain and control the pandemic which has since become global pandemic with attendant consequences on human lives and economic development.

4. As you are aware, report from the National Centre for Disease Control (NCDC) and the Federal Ministry of Health, indicates that the spread of the Coronavirus disease is raising on an alarming proportion. Although, Nasarawa State has not recorded any incidence, it behoves on us to take more stringent measures in order to prevent the spread of the virus in the State.

5. This is particularly necessary, considering the influx of people from the Federal Capital Territory (FCT), Abuja which has been locked down as part of measures to control the spread of the pandemic. It is for this reason and in line with the provision of the Nasarawa State Dangerous Infectious Diseases (Emergency Prevention) Regulations, 2020, as well as the advice of the Nasarawa State High Powered Committee on COVID-19, the following measures come into immediate effect:
• Enforcement of a 24 hour curfew in Karu Local Government Area with effect from 6:00pm of Thursday, 2nd April, 2020 for 14 days in the first instance;

• Entry into Nasarawa State is hereby restricted to between 6:00pm to 6:00am and all persons coming into the State shall continue to be screened at the designated check-points/mobile clinics;

• Movement in Lafia, the State capital and other Urban centres are hereby restricted from 8:00pm to 6:00am with effect from Thursday, 2nd April, 2020.

• All markets are to remain closed except sellers of food items and medicaments outside the markets except in Karu Local Government Area where there is a 24 hour curfew;

• People of Nasarawa State are urged to continue to maintain the social distancing directive of the Federal Government of Nigeria and other measures to prevent the spread of the pandemic;

• All civil servants from GL. 01 – 12 are to remain at home except those on essential services until further notice;

• All security personnel are hereby directed to ensure the enforcement of these directives.

• A palliative Committee has been constituted to ensure that the citizens of the State are provided with necessary succour during this trying moments.

6. Let me reiterate our commitment to continue to monitor closely, the implementation of the additional measures taken to contain the spread of the virus.

7. Finally, I call on all residents of Nasarawa State to continue to abide by the instructions on the restriction of movements, social distancing and gathering in order to prevent the spread of the COVID-19 in our dear State.
